Belton School District looks to increase salaries with no tax increase levy transfer

“Shall Belton School District #124 of Cass County, Missouri, be authorized to increase the operating tax levy ceiling of the District by $0.30 per one hundred dollars of assessed valuation for general operating purposes including for salaries and benefits for employees in order to recruit and retain quality faculty and staff?

“If this question is approved, the adjusted operating tax levy of the District is estimated to increase by $0.30 per $100 of assessed valuation. In connection therewith, the District expects to make a corresponding reduction to its debt service tax levy of $0.30 per $100 of assessed valuation. This would result in the estimated overall tax levy of the District to remain unchanged.”

The Belton School District wants to recruit quality teachers and personnel. To do so they need to increase salaries and benefits in order to compete with Kansas City schools. The Board has found a way to do so without affecting the taxpayer.

On April 8th, the school district is asking to transfer funding from an account that pays down the district’s debt and move it to an operations account from which salaries are paid.

The tax levy to be transferred is 30 cents per $100 of assessed property valuation.

The move will not affect taxpayers’ pocketbooks–they will continue to pay the same tax levy amount. But it will make a difference in the school district.

The no tax increase levy transfer is forecasted to generate $1.6 million over the course of a couple years.
